What Are Provincial Nominee Programs?

Provincial Nominee Programs (PNPs) allow Canadian provinces and territories to nominate individuals for permanent residence who have the skills, education, and work experience needed to contribute to that province's economy.

Every province and territory — except Quebec (which has its own immigration system) and Nunavut (which does not have a PNP) — operates one or more immigration streams.

A provincial nomination adds 600 CRS points if you're in the Express Entry pool, making it the single most powerful way to improve your score.

Two Types of PNP Streams

1. Enhanced (Express Entry-Aligned) Streams

These streams are linked to the federal Express Entry system. If nominated through an enhanced stream, the province sends you a Notification of Interest, and if you accept, your CRS score immediately jumps by 600 points — virtually guaranteeing an ITA in the next federal draw.

Processing time: as fast as 6 months for permanent residence.

2. Base (Non-Express Entry) Streams

These streams are outside Express Entry. Applicants apply directly to the province and, if nominated, submit a separate paper-based application directly to IRCC.

Processing time: typically 15–19 months.

Overview of Major Provincial Programs

Ontario Immigrant Nominee Program (OINP)

Ontario is Canada's most populous province and has several streams:

  • Human Capital Priorities Stream – targets Express Entry candidates in the pool
  • Employer Job Offer streams – foreign workers, international students, in-demand skills
  • Masters Graduate and PhD Graduate Streams – for recent Ontario university graduates

Ontario often targets specific occupations aligned with its tech, healthcare, and manufacturing sectors.

British Columbia PNP (BC PNP)

BC is a popular destination especially for tech workers. Key streams include:

  • Skills Immigration – Skilled Worker, Healthcare Professional, International Graduate, Entry Level & Semi-Skilled
  • Entrepreneur Immigration – for investors and entrepreneurs
  • Tech Pilot – fast-track for eligible tech occupations (usually within 2–3 weeks)

BC PNP draws happen weekly for most streams.

Alberta Advantage Immigration Program (AAIP)

Alberta's economy is driven by energy, agriculture, and technology. Streams include:

  • Alberta Opportunity Stream – workers already employed in Alberta
  • Alberta Express Entry Stream – aligned with federal Express Entry
  • Rural Renewal Stream – for designated rural communities

Saskatchewan Immigrant Nominee Program (SINP)

Saskatchewan offers:

  • International Skilled Worker – with Express Entry and Occupations In-Demand sub-categories
  • Saskatchewan Experience – for workers already in Saskatchewan
  • Entrepreneur – for business immigrants

Manitoba Provincial Nominee Program (MPNP)

Manitoba has a strong demand for skilled workers and tradespeople:

  • Skilled Workers in Manitoba – requires a job offer or connection to Manitoba
  • Skilled Workers Overseas – no job offer required if you have strong connections to Manitoba
  • International Education Stream – for Manitoba graduates
  • Business Investor Stream

Atlantic Immigration Program (AIP)

A unique employer-driven program for Nova Scotia, New Brunswick, Prince Edward Island, and Newfoundland & Labrador. You need a job offer from a designated Atlantic employer. Great for:

  • Intermediate-skilled workers
  • High-skilled workers
  • International graduates from Atlantic institutions

How to Choose the Right Province

Consider these factors:

  1. Your occupation – Some provinces have targeted draws for specific NOC codes. Check each province's "in-demand occupations" list.
  2. Where you want to live – Settlement costs, climate, and community size vary widely.
  3. Your connections – Prior study, work, or family ties to a province can give you an advantage in streams that require connections.
  4. Your Express Entry score – If your CRS is already high, an enhanced stream can lock in your nomination faster.
  5. Employer connections – Some streams require a job offer. If you already have a job offer in a specific province, that stream may be your fastest path.

Tips for a Successful PNP Application

  • Tailor your application to the stream's criteria – Generic applications are a red flag.
  • Demonstrate genuine ties to the province – Show why you want to live and work there specifically.
  • Check expression of interest (EOI) pools – Many provinces rank candidates in their own EOI pool and issue invitations to the highest-scoring candidates.
  • Act quickly – Nomination quotas fill up. When a draw opens for your stream, submit promptly.
  • Work with a RCIC or immigration lawyer – A regulated professional can identify the best stream and ensure a complete, accurate application.
